Randy's neighbor is an unnamed adult that lives on the same street as Randy and Rachel. He dresses in only in a gray vest, green pants and green slippers. He is often seen watering his lawn. Randy used to live at the same street with him until he moved next to Howard's house.

He appears to be a kind and inviting man, shown by his cheerful greeting whenever he sees Randy passing him by.

Randy's neighbor dresses up as a scarecrow for Halloween in "Let the Wonk One In", and he attempts to scare McFist.
He is one of the townspeople who drank the contaminated water and temporarily became possessed in "Winner Takes Ball".
"Unstank My Hart" indicates he also has known Howard for some time, likely because the boys are best friends.
